Project description:
The PHIVOLCS-funded project Development of Early Warning Systems for Landslides, also known as the DYNASLOPE Project, is a multidisciplinary endeavor addressing the problem of landslide risk. The project is composed of instrumentation engineers, software engineers, civil engineers, geologists, social scientists, and community developers working together towards the development of a community-based early warning system for landslides.

Employment status:
Contract of Services under PHIVOLCS locally-funded project

 

Contract Duration:
January to June 2024 (may be renewed if performance is satisfactory)

 

Position Title and Job Description:
One (1) Project Senior Technical Specialist for Software Infrastructure Team


Monthly Salary:
PhP 85,813.00


Job Description
● Conducts local and web server database management;
● Maintains the operations of local and web servers;
● Develop web presentation interface;
● Actively participate in project-level management and planning process
● Conduct trainings for the usage and web presentation tools;
● Conduct pre­ and post-fieldwork administrative tasks;
● Conduct work related to the implementation of early warning system protocol;
● Submit necessary individual/team/group documents to MEAL;
● Facilitate Scrum meetings ( as scrum master )

 

Educational Background
● BS Information Technology, BS Computer Science, or any programming-related course

● Experience/Training/Competency
● Proficient in Ubuntu / Windows / CentOS Server; At least 3 year of experience in GIT; At Least 3 years of experience in Websocket protocols
● Knowledgeable in Test Driven Development using Mocha / PHPUnit / PyUnit / Selenium Web drive;
● Has experience in Agile Framework; Proficient in Python / Flask / React JS/ React Native and Nodejs;
● Has an experience in Web Design; CSS, Bootstrap framework, Material UI
● Has landslide monitoring experience with Data analysis and Community relations for at least 3 years;
● Has experience with Embedded Linux system; Has experience in Highcharts.js;
● Has experience in sqlalchemy (ORM);
● Has experience in POSTMAN (API Testing platform)

Monthly Salary:

Job Description
● Oversee and integrate outputs and activities of the LRAP group
● Facilitate planning and assessment of the teams under LRAP;
● Report work progress and concerns to the Project Chief Techincal Specialist;
● Oversee and co-lead researches pertaining to the development and institutionalization of CBEWS-L;
● Lead and facilitate relevant capacity building activities related to mainstreaming and setting up CBEWS-L;
● Ensure cross-cutting themes of governance, gender and inclusivity, and local participation are integrated in setting up CBEWS-L strategies;
● Facilitate and guide project efforts towards project strategic communications, networking and linkages, stakeholder training and capacity building, and organizational development;
● Conduct work related to the implementation of the early warning system for landslides protocol;
● Coordinate project concerns and logistics with the community and other relevant stakeholders;
● Accomplish administrative documents related to the project;
● Participate in meetings and workshops facilitated for the whole project
● Conduct pre­ and post ­fieldwork administrative tasks;
● Conduct work related to the implementation of the early warning system protocol
● Submit necessary individual/team/group documents to MEAL;

 

Educational Background
● Bachelor’s degree in education, social sciences, community development, communications, or related fields

 

Experience/Training/Competency
● At least four (4) years of experience in relevant fields
● Preferably, with at least four (4) years of experience in conducting seminars for grassroots communities, additional local language/s is/are preferred
● Proficient in topics related to DRRM, governance, and development work;
● at least three (3) years of work experience as a supervisor or research leader;

One (1) Project Technical Specialist IV for Monitoring Evaluation and Learning team

 

Monthly Salary:
PhP 61,628.00

 

Job Description
● Oversee project monitoring and evaluation and learning team;
● Manage and lead design implementation of data gathering tools and activities, and facilitate evaluation and reporting to pertinent stakeholders;
● Actively participate in project-level management and planning process;
● Coordinate project concerns and logistics with the community and other relevant stakeholders;
● Accomplish administrative documents related to the project;
● Participate in meetings and workshops facilitated for the whole project;
● Conduct pre­ and post-fieldwork administrative tasks;
● Conduct work related to the implementation of early warning system protocol;
● Provide regular feedback to the management committee pertinent to quality and timely delivery of output.

 

Educational Background
● BS Electronics and Communications Engineering, BS Electrical Engineering, BS Computer Engineering, BS Applied Physics, BS Library Science, BS Geology, BS Physics, Math or related field, or Bachelor's degree in education, community development, communications, public administration or related social science fields

 

Experience/Training/Competency
● at least two (2) years experience in M&E;
● at least two (2) years of experience in conducting seminars for grassroots communities on topics related to landslides or DRRM work;
● preferably, with at least one (1) year work experience as a team leader;
● demonstrate good seminar­ facilitation skills;
● demonstrate good communication skills, both in English and Filipino;
● additional local language/s is/are preferred

One (1) Project Technical Specialist IV for Strategic Communications for Landslide Risk Awareness and Preparedness (LRAP) Group

 

Monthly Salary
PhP 61,628.00

 

Job Description
● Lead the planning, development, and implementation of information, education, and communication campaigns and materials for various stakeholders;
● Facilitate the management of the Project's social media accounts;
● Manage and lead (both process and output development) a research group, ensuring research and intervention outputs are delivered satisfactorily and on time;
● Conduct research pertaining to one of the major outputs of the project public awareness, advocacy, and response capability, including gender & inclusivity;
● Actively participate in project-level management and planning process;
● Coordinate activities and outputs with the project’s overall management team;
● Develop and implement communication strategies in improving internal and external communication processes of the project;
● Facilitate relevant capacity-building activities related to the implementation and mainstreaming of CBEWS-L;
● Conduct work related to the implementation of the early warning system;
● Perform other duties that may be required by the Project;
● Participate in meetings and workshops facilitated for the whole Project;
● Conduct pre­ and post ­fieldwork administrative tasks;
● Submit necessary individual/team/group documents to MEAL;

 

Educational Background
● Bachelor's degree in development communication, community development, or any related field in communication and social sciences

 

Experience/Training/Competency
● At least three (3) years experience in conducting communication research related to DRRM, communication, or development work;
● Proficient in developing of IEC campaigns and materials,
● Preferable with experience in social media management,
● Has strong writing and networking skills;
● good communication skills, both in English and Filipino;
● additional local language/s is/are preferred
