The NVMW Program constitutes PHIVOLCS’ core program for integrated monitoring of the country’s most active volcanoes, by which high-quality geophysical, geodetic, geochemical and other observation data are generated in support of volcano information, warning and eruption prediction services. Its primary strategies are focused on establishing precursory patterns of volcanic unrest and involve the efficient 24/7 operations of manned Volcano Observatories, remote real-time monitoring networks and end-to-end data acquisition systems, as well as periodic field-based methodologies.  Support strategies include state-of-the-art technology application and systems automation, database development, technical capacity-building and implementation of operational standards.

This continuing program will provide accurate and timely information on significant earthquakes and tsunami events that may significantly impact the Philippines through the enhancement and continuous operation of the earthquake and tsunami monitoring system in the Philippines. The Information System deals with the planning, coordination and control of the Institute's earthquake data resources. It covers both data administration, which is concerned with the management of meta-data (data about data and processes), and database administration, which is primarily concerned with the technical integrity of the physical database environment, the day to day operations of the Institute's earthquake-related databases and policies governing their everyday use.

Earthquake Hazards Assessment and Research and Development Program consists of researches that aims to understand the physical, geophysical, spatial distribution, timing, behavior and activity of earthquake-related hazards. It includes development and/or adaptation of emerging technologies in field mapping, satellite imagery processing, numerical modelling, etc. The program also engages in the generation of qualitative and/or quantitative hazards maps and assessment, determination of potential hazards or maximum credible earthquake magnitude, for the collective effort of developing gender-responsive disaster management and inclusive social and civil protection.

Volcano Hazards Assesment and Research and Development Program (VHARD) consists of researches that aim to understand the physical, spatial distribution, timing, dynamics and controls of volcano-tectonic hazards. It includes development and/or adaption of emerging technologies in field mapping, satellite imagery processing, numerical modeling techniques, petrogeochemical laboratories, among others. This program also engages in the generation of qualitative and/or quantitative hazards maps and assessment, identification potential risk exposure of all stakeholders, for the collective effort of developing gender-responsive disaster management and inclusive social and civil protection.

The PHIVOLCS Risk Information Management and Analysis (PRIMA) Program steers the direction of the Institute's Risk R&D and hazards and risk assessment services. The program oversees projects involving risk data governance, analytic methods & tool development, visualizations and as well as risk-related & geospatial workpackages generation. This program is also envisioned to benefit both operations and R&D of PHIVOLCS by reducing data silos and providing innovative methods for risk analysis. The intention of this program is to provide platforms and methods that would enhance research and the delivery of results for more effective and efficient hazards and risk R&D and services.

The program aims to address the issues on landslides from hazard and risk assessment, instrumentation, monitoring and warning to community-level people-centered risk mitigation.   Two major projects contribute to the program, i.e., Sentinel Asia - Jaxa Project and the Dynaslope  Project. The Dynaslope Project (formerly DEWSL Program) aims to reduce socioeconomic losses associated with relocation of communities by developing the capacity of a community to monitor potential deep-seated landslides, wherever landslide monitoring is deemed a viable alternative risk mitigation measure. Likewise, it aims to provide an alternative to engineering interventions, and thus contributes to the reduction of deep-seated landslide hazard mitigation costs.

This program develops communication strategies and campaigns geared towards efficient and effective information delivery and capacity enhancement of various stakeholders including women, children, PWDs, senior citizens and indigenous peoples in volcano, earthquake and tsunami disaster preparedness and risk reduction.

This program uses community-based approaches and utilizes information, education, and communication campaigns to ensure sustainable engagement of stakeholders.   It will be research based, whereby in-depth studies in two major areas will be conducted; (1) socio-cultural and economic dimension of disasters and (2) communication in the context of volcano, earthquake and tsunami disaster preparedness and risk reduction, in order to gain better understanding of specific targets’ profiles, perceptions about hazards and risks and disaster information needs.

This program aims to nurture and enhance leadership skills, foster interpersonal and inspiring working environment, promote motivation and recognition of exemplary performance, and improve and strengthen organizational processes and structures.

This program enhances the human resource management and human resource development of the Institute. This would include equipping the Institute with the strategic HRM and HRD tools and practices of HR Planning and management, moving from generic job descriptions to competency-based job descriptions, recruitment and selection, succession planning and performance management systems. Most importantly, strategic HRD would facilitate a planned and systematic approach to developing people at all levels of the organization, technical and non-technical/support staff, in alignment with the organization’s strategic directions.

This program is a key management tool, guided by PHIVOLCS’ strategic plan, where it regularly reviews performance of the various programs and activities to track their alignment to ensure the achievement of the organizations’ strategic direction.  It also assesses individual staff contribution to the Institute’s overall performance of its mandates.  It will help identify areas for development, alignment across cross-functional teams and support mechanisms to ensure the achievement of the PHIVOLCS’ vision and delivery of its mission.

This program aims to manage, maintain, develop, adapt and implement various ICT technologies to improve procedures, processes and systems. It provides ICT infrastructure and services for the various data acquisition systems, disaster mitigation information dissemination as well as finance and administrative services.

The program aims to provide efficient stewardship of resources and administrative support, and to improve and strengthen organizational processes and structures.
